ABSTRACT

This interview is part of a series documented on the Rede Emili@, it proposes is disseminating academic research and collective reflections on childhood, education and politics. The document that we present synthesizes an analysis of the effects of the pandemic on the lives of children and adolescents in Mexico. Norma del Rio Lugo describes the socio-economic and political situation, with emphasis on the precarious situation of public policies-before, during and after-the stage of social isolation for COVID-19 pandemic. We have reflected on how the States have been able-or not-to respond to the social situation generated during the pandemic, the type of programs, policies and actions deployed based on rights. In this shared experience, she has highlighted the relevance of the role of States in the lives of children and their rights. Norma del Rio Lugo analyzes childhood experiences and the preponderant role of women during the pandemic, emphasizing the need for urgent care policies. In this context, the violation of rights has been dramatic for the child population, with an increase in poverty rates, lack of access to education and health services, a dramatic increase in malnutrition and situations of violence.

ABSTRACT

We present an exploratory study that aims to diagnose the Engineering in Computational Technologies students' level of awareness with respect to the impact of the accelerated use of technology and the exponential growth that private socio-digital platforms have in everyday life because of the COVID-19 confinement. We research possible deterministic postures in the students' positions that could impede their ethical analysis of the social and environmental effects of the advance of data capitalism, among which racialization, algorithmic sexualization, and discrimination, as well as the erosion of the Commons on the Internet, stand out. The theoretical approach comes from a decolonial ethical framework, and the methodology of this study is qualitative. It consists of, in the first phase of the implementation, two focus groups with engineering students between the ages of 19 and 22 from different semesters and genders. In a second phase, we include eight in-depth interviews with professors from the School of Engineering and the School of Humanities who teach disciplinary and general education subjects in two campuses of a private university in Mexico.

ABSTRACT

In view of the global emergency due to COVID19 and the consequent precariousness in all dimensions of life, which enhances the restriction of the exercise of rights and the structural inequality of broad sector of the population, the differential impact of austerity policies is analyzed in early childhood, a sector that has historically been invisible in the political and social agenda of Mexico, although it is the age range in which poverty and social deprivation such as access to social security most impact. The analysis is based on the documentation of studies, official evaluations and prospective studies, both national and international in the last five years, so that changes can be traced in the indices of well-being and rights of the smallest, in correlation with the changes and budget reductions, as well as to the dismantling and institutional precariousness of comprehensive care strategies although conditioned with very limited coverage. These data are contrasted with the recognition of children as holders of rights and in agreement with the formal progress in the Constitution and the structuring of a National System of Integral Protection of Children and Adolescents, as well as the commitments made with the signing of various International Conventions that oblige the State to fully guarantee these rights and to show progress through a forthcoming report to the UN Committee on the Rights of the Child at the end of this year.
